What is the best CD-ROM, DVD, or online program for learning a foreign language?

I have never formally studied Spanish, but who wish to develop a high enough Spanish (mastering oral and written comprehension of Spanish speak with reasonable fluency). I also want to refresh the German, I have not studied for years, and achieve mastery German reasonable. What are the best (most thorough, most useful, most well organized) CD ROM, DVD or the programs available online at this end? Has anyone evaluated the brands 'many'?
